Confined Space Labelling

The site manager must ensure that a confined space has signage at all entry points to the space. The signage must.

- State that a Confined Space Entry Permit is required for entry with a warning that workers not listed on the permit are unauthorised to enter the confined space.

What is a confined space?
According to the work health and safety definition, a confined space is an enclosed or partially enclosed space that:
- is not designed or intended to be occupied by a person
- is, or is designed or intended to be, at normal atmospheric pressure while any person is in the space; and
- is or is likely to be a risk to health and safety from:
- an atmosphere that does not have a safe oxygen level or
- contaminants, including airborne gases, vapours and dusts, that may cause injury from fire or explosion, or
- harmful concentrations of any airborne contaminants or
A confined space is determined by the hazards associated with specific circumstances and not just because work is performed in a small space.
Entry into a confined space means a person’s head or upper body is in the confined space or within the boundary of the confined space.
Common confined spaces include vats, tanks, pits, pipes, ducts, flues, chimneys, silos, containers, pressure vessels, underground sewers, wet or dry wells, shafts, trenches, tunnels or other similar enclosed or partially enclosed structures refer to Section 6.4 which clarifies the definition of a confined space.
A person working in a designated confined space may be at risk of exposure to:
- electrical shock or electrocution;
- oxygen deficiency;
- toxic gases or fumes;
- engulfment/suffocation by solids;
- fire and/or explosion;
- drowning in liquids;
- falls from height; and
- environmental factors such as noise, temperature extremes, poor lighting, manual handling and radiation.

Who should conduct a confined space audit?
A person conducting a business or undertaking must manage, in accordance with the WHS Act, risks to health and safety associated with a confined space at a workplace, including risks associated with entering, working in, on, or in the vicinity of the confined space (including the risk of a person inadvertently entering the confined space).
The following are required according to the WHS legislation.
A person conducting a business or undertaking must ensure that a competent person performs a risk assessment and that it is recorded in writing.
The risk assessment must have regard to all relevant matters, including the following;
- whether the work can be carried out without the need to enter the confined space;
- the nature of the confined space;
- if the hazard is associated with the concentration of oxygen or the concentration of airborne contaminants in the confined space — any change that may occur in that concentration;
- the work required to be carried out in the confined space, the range of methods by which the work can be carried out and the proposed method of working;
- the type of emergency procedures, including rescue procedures, required.
A risk assessment must be reviewed and, as necessary, revised by a competent person to reflect any review and revision of control measures.
When the work for which the entry permit was issued is completed and;
- all workers leave the confined space and
- the competent person completes the acknowledgement.
Signage
Signs must be erected;
- immediately before work in a confined space commences and while the work is being carried out, and
- while work is being carried out in preparation for, and in the completion of, work in a confined space
The signs must;
- identify the confined space, and
- inform workers that they must not enter the space unless they have a confined space entry permit and
- be clear and prominently located next to each entry to the space.
Communication and safety monitoring
A worker must not enter a confined space to carry out work unless the person provides a system of work that includes;
- continuous communication with the worker from outside the space, and
- monitoring conditions within the space by a standby person near the space and, if practicable, observing the work being carried out.
Specific control: connected plant and services
- A person conducting a business or undertaking must, so far as is reasonably practicable, eliminate any risk associated with work in a confined space in either of the following circumstances;
- the introduction of any substance or condition into the space from or by any plant or services connected to the space;
- the activation or energising of any plant or services connected to the space.
If eliminating risk is not reasonably practicable, the person must minimise that risk as far as it is reasonably practicable by implementing all the relevant controls.
Specific control: Atmosphere
Purging is the method used to displace any contaminant from a confined space. Concerning work in a confined space, that;
- purging or ventilation of any contaminant in the atmosphere of the space is carried out so far as is reasonably practicable and
- pure oxygen or gas mixtures with oxygen in a concentration exceeding 21% by volume are not used for purging or ventilation any airborne contaminant in the space.
The person must ensure that, while work is being carried out in a confined space,
- the atmosphere of the space has a safe oxygen level or
- if it is not reasonably practicable to comply and the atmosphere in the space has an oxygen level of less than 19.5% by volume — any worker carrying out work in the space is provided with air-supplied respiratory equipment.
If it is not reasonably practicable to limit the atmospheric concentration of a flammable gas, vapour or mist in a confined space to less than 5% of its LEL and the atmospheric concentration of the flammable gas, vapour or mist in the space is;
- equal to or greater than 5% but less than 10% of its LEL — the person must ensure that any worker is immediately removed from the space unless a suitably calibrated, continuous-monitoring flammable gas detector is used in the space or
- equal to or greater than 10% of its LEL — the person must immediately remove any worker from the space.
Specific control: Fire and explosion
No ignition source must be introduced into a confined space (from outside or within the space) if it could cause a fire or explosion.
Emergency procedures
There must be emergency procedures in place.
- establish first aid procedures and rescue procedures to be followed in the event of an emergency in a confined space, and
- ensure that the procedures are practised as necessary to ensure they are efficient and effective.
The worker must ensure that first aid and rescue procedures are initiated outside the confined space as soon as practicable in an emergency.
The person must ensure, concerning any confined space, that;
- the entry and exit openings of the confined space are large enough to allow emergency access and
- the entry and exit openings of the space are not obstructed and
- plant, equipment and personal protective equipment provided for first aid or emergency rescue are maintained in good working order.
Personal protective equipment in emergencies
A worker who is to enter a confined space to carry out first aid or rescue procedures in an emergency must ensure that air-supplied respiratory equipment is available for use by, and is provided to, the worker in an emergency in which;
- the atmosphere in the confined space does not have a safe oxygen level or
- the atmosphere in space has a harmful concentration of an airborne contaminant or
- there is a severe risk of the atmosphere in the space becoming affected in the way referred to in paragraph (a) or (b) while the worker is in the space.
The worker must ensure that suitable personal protective equipment is available for use by and is provided to all workers in an emergency in which —
- an engulfment has occurred inside the confined space or
- there is a severe risk of an engulfment occurring while the worker is in the space.
Information, training and instruction for workers
A worker who;
- enters or works in a confined space; or
- carries out any function concerning work in a confined space or the emergency procedures established under regulation 74, but who is not required to enter the space;
or - any person supervising a worker
All relevant workers are to be provided with suitable and adequate information, training and instruction concerning the following;
- the nature of all hazards relating to a confined space;
- the need for, and the appropriate use of, control measures to control risks to health and safety associated with those hazards;
- the selection, fit, use, wearing, testing, storage and maintenance of any personal protective equipment;
- the contents of any confined space entry permit that may be issued concerning work carried out by the worker in a confined space;
- emergency procedures.
The person must keep a record of all training provided to a worker under this regulation for two years.
All stakeholders must maintain the following;
- a copy of the risk assessment until at least 28 days after the work to which it relates is completed, and
- a copy of the confined space entry permit at least until the work related to it is completed.
Suppose a notifiable incident occurs concerning the work the assessment or permit relates to. In that case, the person must keep a copy of the evaluation or permit (as applicable) for at least two years after the incident.
The person must ensure that a copy is available for inspection under the Act for the period for which the assessment or permit must be kept under this regulation.
